We are seeking an exceptional Public Service Manager to lead & develop the public service ecosystem on the MoMo platform. The ideal candidate is a strategic thinker, strong leader, and experienced in public services and ecosystem development. This role reports directly to Head of Ultilities and is responsible for growing MAU, revenue, expanding partnerships, and developing new products in education, healthcare, toll fees, transportation, and public administration services.

A. User Growth & Revenue (MAU & Revenue) 

  • Fully accountable for MAU & revenue KPIs in public services 
  • Develop and execute growth strategies to drive user adoption of public services through MoMo. 
  • Optimize pricing models & revenue streams from partners to ensure sustainable profitability. 

B. Expanding the Public Service Ecosystem & Partnerships 
  • Identify, negotiate, and sign partnerships with new service providers (hospitals, schools, administrative agencies, transportation services, etc.). 
  • Develop strategies to broaden the public service ecosystem for enhanced user experience. 
  • Work closely with government agencies & authorities to promote cashless payments. 

C. Product Development & Technology Optimization 
  • Collaborate with internal teams (Product, Tech, Marketing, Legal, Risk, Compliance…) to enhance public service features on MoMo. 
  • Propose and implement innovative solutions to increase user engagement and enhance customer experience. 
  • Understand & apply AI in public service solutions (e.g., AI chatbot for administrative payments, AI-based user behavior predictions…). 
  • Ensure all products and processes comply with company regulations & legal policies. 

D. Team Management & Operational Efficiency 
  • Manage & develop a team, fostering a high-performance culture. 
  • Monitor team performance to ensure KPI targets are met. 
  • Establish structured – systematic – measurable workflows to improve efficiency. 
  • Work closely with senior management and relevant departments to execute assigned tasks effectively. 
  • Take full ownership of reporting, performance tracking, and proposing improvements to upper management. 

E. Handling High Pressure & Adaptability 
  • Manage critical situations, make quick decisions to achieve business goals. 
  • Proactively identify solutions and coordinate with multiple stakeholders to address emerging challenges. 
  • Stay flexible, adjust strategies if needed to meet KPIs.

Experience & Expertise 
  • Bachelor's degree Pharmaceutical, Business Administration or relevant qualification related to Hospital Management 
  • Minimum 5-7 years of experience in Health services, Pharmacy, Public Services, Fintech, E-Wallets, Banking, Telecom, or Technology. 
  • Experience managing teams (20+ members) with the ability to drive performance and optimize productivity. 
  • Strategic mindset & ecosystem development expertise (Preferably with a network in healthcare, education, transportation, and administration).
