The Head of Product is accountable for the end-to-end product strategy, performance, and execution of the Utilities, Telco & Public Services (VTTI) portfolio on MoMo.
This role owns the overall product vision, roadmap, and revamp agenda, covering both Bill Pay and Public Services, with a strong focus on large-scale, high-impact national and city-level services (e.g. National Public Services, VNeID, Metro, Telco-related public integrations).
The Head of Product leads a team of Product Managers and works closely with Business, Technology, Operations, and external stakeholders to deliver scalable, compliant, and user-centric products.

A. Product Strategy & Portfolio Ownership
  • Own the overall product strategy and roadmap for the Utilities & Telco portfolio.
  • Define product priorities across Utilities & Telco, ensuring alignment with business strategy and regulatory requirements.
  • Lead major product revamp, optimization, and transformation initiatives.
  • Ensure a balanced portfolio across new products, core product optimization, and long-term strategic bets.
B. Product Development & Lifecycle Management
  • Oversee the end-to-end product lifecycle: discovery, design, delivery, launch, and optimization.
  • Ensure product solutions meet user needs, partner requirements, scalability, and compliance standards.
  • Drive continuous improvement of product performance, reliability, and user experience.
C. Cross-functional & Stakeholder Leadership
  • Act as the product counterpart to Business, Technology, Operations, Legal, Risk, and external partners.
  • Work closely with government agencies, national platforms, and large partners on public service products.
  • Translate complex business and regulatory requirements into clear product solutions.
D. Team Leadership & Product Governance
  • Lead and develop a team of Product Managers and Product Leaders, setting clear goals and accountability.
  • Establish strong product governance, prioritization, and decision-making frameworks.
  • Build a high-performance, execution-focused product culture.
E. Data, Performance & Product Impact
  • Define and track product KPIs (adoption, conversion, stability, operational efficiency).
  • Use data and user insights to guide product decisions and trade-offs.
  • Ensure product outcomes contribute directly to business growth, user satisfaction, and ecosystem impact.

Education
  • Bachelor’s degree in Business, Engineering, Computer Science, Information Systems, or related fields.
  • Master’s degree (MBA or equivalent) is a strong advantage.
Experience
  • 10+ years of experience in Product Management, including 3+ years in senior or head-level roles.
  • Proven track record managing large-scale, high-traffic digital products, preferably in Payments, Fintech, Telecom, or Public Services.
  • Experience working with complex ecosystems and government-related platforms is a strong plus.
